Purposes
The present and future scenario in which the Italian Public Administrations, institutions, the associative and private business sector are called upon to operate, is characterised by strong elements of crisis:
- in the political and geo-strategic, with acute conflicts and dramatic wars in progress, capable of determining direct effects on the economy, security and liveability of the country;
- in the sphere of climate change, environmental and ecological emergencies, energy challenges, with consequences on general socio-economic sustainability, but also on natural and hydro-geological assets;
- in the health sphere, with pandemic emergencies.
Therefore, there is a growing need to prepare for the management of this framework of structural crises in the knowledge that they cannot be resolved in the short term. It is necessary, in many ways, to 'adapt' to the new framework, working towards its transformation and the mitigation of its most serious and impactful aspects.
For this purpose, the Italian Public Administration, may avail itself of the coincidence of the normal alternation of the seven-year programming and implementation periods of the Structural Funds and the programming and implementation of the interventions, which will be provided for in the Recovery Fund, "Next Generation Italy".
These are two European strategic instruments that will require different administrative paths from the Italian Public Administrations, sometimes with overlaps, which will require a major effort in programming, management, monitoring, reporting, and probably also organisational innovations.
In order not to lose this extraordinary opportunity, it is important to identify the abilities and competencies required to address the programming, planning, steering and coordination of the funds, while targeting the areas of urgency indicated in the PNRR (National Recovery and Resilience Plan), including the crises identified earlier.
There is a growing need for figures able to "manage" crises (Crisis management), with common features, reinforcing, among the others:
- the ability to interpret different signals and languages from different sectors;
- the flexibility required to deal with events, phenomena that are unexpected or too sudden to be planned;
- the leadership useful for coordinating working groups and task forces
- the method and techniques needed to plan for the acquisition, control, reporting of possible funds.

Admission
The candidates of the Master must be in possession of a Bachelor's Degree (minimum requirement for the admission to the Master), a Specialist Degree, Master's Degree and/or "old system" Degree attained at an italian University or an equivalent institution. The candidates in possession of an academic title obtained abroad must be in possession of the declaration of value of the aforementioned qualification, issued by the competent Italian diplomatic or consular representatives of the country in which they obtained the qualification.

Supreme Court Lawyer registered to the Milan Bar Association. Extraordinary Professor of Pontifical Public and Academic Law at the Accademia Pontificia Mariana Internazionale and President of the "Fondazione Biblioteca Europea" (BEIC).
A man of institutions, in his professional life he has always dealt with important issues affecting the country, including the fight against organised crime and Civil Protection.
He acquired great experience in emergency law, as well as in the main industrial, commercial and health sectors; and in public works with particular reference to public contracts and the problems related to anti-corruption and anti-mafia provisions, in public administration law, personnel management, management of critical business issues and trade Unions as intermediary organizations.
Scientific Director
Maurizio Zandri
In quality of General Director of Sudgest and SudgestAid, since 2000 he coordinates various higher education projects, especially in the water and environmental field for local develpment (Territorial pacts, PIT, etc).
He works in Castelvolturno, Gioia Tauro, Corleone, Monreale, S. Giuseppe Iato, Lula and other centres, for training projects, recovery of legality and the management of assets confiscated from the mafias.
Since 2004, his activity is particularly concentrated abroad where he realized assistance and training projects in Crisis and Post-Conflict Areas such as Iraq, Afghanistan, Lebanon, Yemen, Libya, Tunisia. , in collaboration with SudgestAid and on behalf of the Ministry of Foreign Affairs and other international organisations;
Since 2010, he is professor of international politics at Link Campus University.
Current role: extraordinary professor of Political Science and International Studies for the courses of Sociology of conflict and International Cooperation to the development of Link Campus University.

Maurizio Melani
40 years of experience as official at the Ministry of Foreign Affairs of the Italian Republic.
During his diplomatic career he served at the italian representatives in Great Britain, Ethiopia, Belgium (European Community) and Iraq.
Since 2012, he is member of the Board of Directors of the ICEC Agency, where he carries out the activity of strategic direction and control of activities of the Agency
Since 2013, he is extraordinary professor of International Relations at "Link Campus University", where he teaches Political Governance, International Economics, and International Policies on Energy and Climate Change.

Raniero Chelli
Graduated in Physics in 1979, has been involved in international research and development and cooperation programmes and projects for more than 25 years.
He was an official of the European Commission, and of the Ministry of Research; and has pursued a successful career as independent consultant and entrepreneur.
He has considerable experience in the extablishment and management of community and international projects, even in the teaching of themes related to EU project management. In this regard, he is responsible of the module Research and Development of the Master in European Planning organized by the Politecnico di Torino in the academic year 2000-2001.
He is responsible of the operating unit for Training, Capacity Building and Planning of the CIRPS, and in this capacity he is member of the Scientific Teaching Council of the Master in Cooperation and Planning for the Development managed by the center itself.
Currently, he is partner of SOPHIA srl, an association of senior consultants providing support to universities, research centres and companies in the participation to european programmes, management consultancy and development of traditional and on-line training courses.
Current role: member of the teaching staff of the Master in Peace Building and International Cooperation.
Giuseppe De Caro
Specialized in Business Law and Public Procurement Law, he deals mainly with consulting activity and legal assistance for public bodies, commercial operators and industrial operators.
He is adjunct professor of Commercial Law at Link Campus University.
He mainly follows M&A operations, commmercial contracts, investment and disvestment operations, financial markets, planning and wealth management, Private Public Partnership operations, assistance in public calls, insolvency proceedings, and corporate compliance.
He has a significant experience in the in fiscal matters and in the management of individual and family assets, assisting the clients in the relations with financial offices, in the pre-litigation and litigation phases before the organs of tax justice as well as in the field of criminal-tax and corporate criminal liability.

Tommaso Visone
Tommaso Visone is associate professor of History of Political Doctrines at Link Campus University and teaches Political Thought for Colonization and Decolonization at the Sapienza University in Rome.
PhD in Political Science, he was research fellow in History of Political Doctrines at the “Sant’Anna” School of Advanced Studies in Pisa for four years; he was research fellow in History of Economic Thought at the "Roma tre" University for two years.
Furthermore, he carried out other research activities at the Université Paris I “Panthéon-Sorbonne”, the CesUE (“Sant’Anna” School of Advanced Studies in Pisa), the A.R.E.L.A. and the Centro studi sul Federalismo in Turin.
His research interests are mainly focused on the History of the idea of Europe in the XX century, on Albert Camus' thought, on the history of federalist thought, on the decolonial thought and the history of democracy.
He took part in research projects and teaching activities at the Université Savoie-Mont Blanc, the University of Cyprus, the University of Cambridge, the University of Hong Kong, Universitatea din Bucuresti and the University “Federico II” in Naples.
In 2019, he was visiting professor at the Université “El Manar” in Tunis.
He is co-director of the Teoria e ricerca sociale e politica series at the Altravista publishing house (Padua); was director of the magazine Stati Uniti d’Europa for the “Critica Liberale” foundation.
He is a member of the editorial board of Euractiv.it.

Giorgio Fabrizio Maiellaro
He was born in Bari in 19 september 1974. In 1998, he graduated with honors in Law at the University of Bari.
Between 1999 and 2000 he was an official of Financial Police at the General Command in Rome.
In 2002 he became a lawyer; and he currently practices before the Court of Cassation and other higher courts.
He is adjunct professor of Homeland Security at Link Campus University in Rome.
He has gained extensive experience in the field of Public and Administrative Law, with a particular focus on public works, services and supply contracts, for the award and execution of programmes and interventions of primary importance in the railway, motorway, aqueduct, industrial, real estate, environmental, hospital, university and institutional sectors.

Michele Pigliucci
Michele Pigliucci is associate professor of Economic and Political Geography at Link Campus University. In 2014, he attained the title of research doctor in culture and territory at the University of Rome “Tor Vergata”, where he attained 5 research grants and was adjunct professor of GIS-STeMA Cartography and European Territorial Planning.
He was adjunct professor of Geography of Tourism at the University of Sassari, and has held various teaching positions at eCampus University.
He won a european selection for research activities in the field of Economic Geography and participated to various national (PRIN, DTC Lazio) and european (ESPON, Europa per i cittadini, Erasmus +, ENPI CBC MED) projects where he also held roles of responsibility.
He authored monographies and scientific articles on themes related to geopolitics (with particular attention to the european area, the Balkans and the slavic world), territorial cohesion, regional development policies, with particular reference to the italian port system, Southern Italy, and the history of geographic thought. He collaborates with the Foundation "Ugo Spirito e Renzo De Felice", which he directed between 2018 and 2020.
He is a member of the Editorial Board of the Annali della Fondazione Ugo Spirito, an "Area 11" scientific magazine.
In 2020 he attained the National Scientific Abilitation as Associate Professor in the sector 11/B1 – Geography.

Massimo Antonazzi
He is a lawyer, associate of the Ronchietto-Antonazzi and legal advisor for the SIDI - Sindacato Italiano Diritti Invalidi.
He is a certified mediator of the ICERM International Center for Ethno Religious Mediation, New York.
In 2018 he published the text "Il Negoziato Psicologico" in collaboration with Eurilink University Press.
In the same year, he took on the role of Coordinator of the 1st level Master in Negotiation And Conflict Resolution Strategies organized by Link Campus University in collaboration with ISN International School of Negotiation.
In 2019 he took on the role of Adjunct Professor in Negotiation Techniques and Behavioral Finance at Link Campus University, faculty of International Business Administration.

Project Work
15 CFU
Each candidate of Master's Degree is required to prepare a professional training Project Work consistent with the topics covered by the course. Said Project Work is an integral part of the Master's teaching activity, and is subject to assessment, providing 15 university training credits (CFU). The aim of the final project is to submit one or more innovative and/or improving solutions through an in-depth study of context variables, processes and application models. The project may involve either the innovation of an activity, or the setting up or changing of an organisational structure, or even the improvement of a new operational procedure or the development of a new process. The PW can be individual or group: in the latter case, the individual contribution will be subject to specific evaluation.
The candidates will be required to take a final test at the end of each Unit. The grade attained for each test (expressed in thirtieths) will be an integral part of the final grade of the Master.
