Purpose
The aim of the II level Master “One Health: Emergency Governance, Social Impact, and Healthcare Sustainability” is to train highly qualified professionals capable of addressing contemporary health challenges through an integrated approach that encompasses human, animal, and environmental health.
The One Health paradigm is currently one of the most advanced models for managing global health emergencies, given the interconnections between ecosystems, societies, and health systems.
Educational Objectives
The Master aims to:
- Provide integrated clinical, epidemiological, regulatory, and social expertise in accordance with the One Health paradigm.
- Train professionals capable of managing complex, multidisciplinary health emergencies.
- Analyze the social, nutritional, biological, and environmental impacts of health crises.
- Promote health sustainability and the prevention of emerging risks.
- The candidates will acquire theoretical and practical tools to understand how civil liability, contracts, corporate sustainability, and supply chain governance contribute to the prevention and management of health emergencies and systemic risks; they will also learn the fundamentals of legal principles governing complex health risks according to the One Health paradigm, with particular attention to the interactions between human, animal, and environmental health.

Admission Requirements
- Master’s degree or equivalent in medicine and healthcare, veterinary medicine, biology, law, or the sciences.
- Basic knowledge of public health, epidemiology, and applied biology (recommended).

Tuition Fee
The annual tuition for the registration to the Master is € 4.500,00.

Subject I - FUNDAMENTALS OF ONE HEALTH: BIOLOGICAL, CLINICAL, EPIDEMIOLOGICAL, AND ENVIRONMENTAL BASES
This major area provides fundamental knowledge on the determinants of global health, the interactions between human, animal, and environmental health, and the main emerging threats, offering the scientific tools essential for understanding and addressing the challenges of contemporary healthcare.
MODULE 1 - CLINICAL INTRODUCTION TO THE ONE HEALTH APPROACH (36 hours - 6 CFU) - SSD: MED/17 – Infectious Diseases
Educational Objectives
- To contextualize the One Health paradigm from a clinical perspective.
- Analyze the role of emerging viral diseases.
- Understand the dynamics of spillover and transmission of pathogens between animal and human species.
- Define the role of health governance.
- Antimicrobial resistance.
MODULE 2 - FUNDAMENTALS OF PUBLIC HEALTH AND THE SYSTEMIC APPROACH (36 hours - 6 CFU) - SSD: MED/42 – General and Applied Hygiene
Educational Objectives
- Analyze the environmental and social determinants of health.
- Explore primary, secondary, and tertiary prevention.
- Understand the organization of health care systems.
- Integrate health surveillance systems.
MODULE 3 - EPIDEMIOLOGY AND INTEGRATED RISK ASSESSMENT (24 hours - 4 CFU) - SSD: MED/01 – Medical Statistics
Educational Objectives
- Design and interpret epidemiological study designs.
- Apply epidemic modeling and scenario simulations.
- Assess public health risks at the local and global levels.
- Design and use early warning systems for the timely detection of epidemics and public health emergencies.
MODULE 4 - FOOD SAFETY AND ANIMAL HEALTH (36 hours - 6 CFU) - SSD: VET/04 – Inspection of Food of Animal Origin
Educational Objectives
- Ensure food safety and regulatory compliance.
- Analyze biological and chemical contaminants, mycotoxins, and residues.
- CUnderstand the role of AMR in the animal feed supply chain.
MODULE 5 - GLOBAL HEALTH BIOLOGY AND ONE HEALTH (24 hours - 4 CFU) - SSD: BIO/12 – Clinical Biochemistry
Educational Objectives
- Biological, ecological, and epidemiological principles of the One Health approach and the interactions between human, animal, and environmental health.
- Emerging risk factors for global health, with particular reference to climate change and biodiversity loss.
- Methodologies for monitoring, surveillance, and assessment of biological and environmental risks from an integrated One Health perspective. (S. Caponnetto)
MODULE 6 - ANTIMICROBIAL RESISTANCE AND GLOBAL RISK (24 hours - 4 CFU) - SSD: MED/17 – Infectious Diseases, MED/07 – Microbiology
Educational Objectives
- Understand the microbiological mechanisms of resistance (bacteria and viruses).
- Analyze the clinical impact in hospitals and communities.
- Learn about global strategies to combat antimicrobial resistance.
- Antibiotic resistance in animals and its impact on human health.
Subject II - GOVERNANCE, LAW, AND METHODOLOGY FOR GLOBAL HEALTH
This macroarea explores the legal, regulatory, and methodological tools necessary for the governance of health emergencies and for the design, conduct, and evaluation of interdisciplinary research activities, with a view to supporting health decisions and policies.
MODULE 1 - PRIVATE HEALTH LAW (36 hours - 6 CFU) - SSD: IUS/01 – Private Law
Educational Objectives
- Introduction: Law and Health.
- Fundamentals of civil liability and contract law.
- Civil liability and healthcare risk management: organizational obligations and standards of care.
- Contracts, supply chains, and private healthcare governance: contractual mechanisms for managing healthcare and agri-food supply chains.
- Healthcare data, digital platforms, and artificial intelligence from a One Health perspective: data circulation, algorithmic accountability, and innovation governance.
MODULE 2 - EUROPEAN HEALTH LAW (36 hours - 6 CFU) - SSD: IUS/14 – European Union Law
Educational Objectives
- Learn the basic elements of the EU legal system.
- Understand the Union’s competences in the field of health and the growing role of the One Health approach/principle in the EU.
- Analyze the concept of “legal preparedness for emergencies.”
- Understand the scope and impact of EU health governance at the European and global levels.
MODULE 3 - INTERDISCIPLINARY RESEARCH METHODOLOGY (24 hours - 4 CFU) - SSD: MED/01 – Medical Statistics, MED/42 – General and Applied Hygiene

- Design interdisciplinary research protocols.
- Conduct observational and interventional studies.
- Evaluate the impact of health policies (“policy evaluation”).
- Write high-quality scientific papers.
Subject III - SOCIAL IMPACT, HEALTHCARE SUSTAINABILITY, AND EMERGENCY MANAGEMENT
This macroarea analyzes the social, economic, and organizational consequences of health emergencies, promoting a vision focused on the sustainability of healthcare systems, equity, and community resilience.
MODULE 1 - SOCIAL IMPACT OF HEALTH CRISES (36 hours - 6 CFU) - SSD: SPS/07 – General Sociology
Educational Objectives
- Analyze health inequalities and social vulnerabilities.
- Design risk communication strategies.
- Understand the rapid spread of information—which is often inaccurate or misleading—and its impact on the management of public health emergencies (“infodemic”).
- Assess the impact on mental health during emergencies.
- Analyze the socioeconomic consequences of pandemics.
INTERNSHIP AND ACTIVITIES / IN-DEPTH WORKSHOPS
- The internship will be structured as a professional training activity and does not include a dedicated exam.
- The activity will focus on the practical application of the skills acquired during the Master’s program through the development of a project related to One Health issues.
- The internship may be carried out at the student’s home institution, provided that the professional activity aligns with the educational objectives of the Master, or at organizations or institutions affiliated with the University.
- The activity will be supervised by the academic tutor.
FINAL PROJECT (4 CFU)
- The project developed during the internship will form the basis of the Final Dissertation.
- The final exam will consist in the preparation and public defense of a dissertation before an Exam Board.
